+ Acquisition
Definition: Provides for acquiring supplies or services on the basis of- (1) Direct labor hours at specified fixed hourly rates that include wages, overhead, general and administrative expenses, and profit; and (2) Actual cost for materials (except as provided for in 31.205-26(e) and (f)). - Acquisition Planning
Definition:
Process by which the efforts of all personnel responsible for an acquisition are coordinated and integrated through a comprehensive plan for fulfilling the agency need in a timely manner and at a reasonable cost. It includes developing the overall strategy for managing the acquisition. [48 CFR 2.101 (CFR 2019)]
- Assisted Acquisition
Definition:
Type of interagency acquisition where a servicing agency performs acquisition activities on a requesting agency’s behalf, such as awarding and administering a contract, task order, or delivery order. [48 CFR 2.101 (CFR 2018)]
- Basic Ordering Agreement
Definition:
Written instrument of understanding, negotiated between an agency, contracting activity, or contracting office and a contractor, that contains (1) terms and clauses applying to future contracts (orders) between the parties during its term, (2)a description, as specific as practicable, of supplies or services to be provided, and (3) methods for pricing, issuing, and delivering future orders under the basic ordering agreement. - Best Value
Definition:
Expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. [48 CFR 2.101 (CFR 2018)]
- Blanket Purchase Agreement
Definition:
Simplified method of filling anticipated repetitive needs for supplies or services by establishing “charge accounts” with qualified sources of supply (see subpart 16.7 for additional coverage of agreements). (b) BPAs should be established for use by an organization responsible for providing supplies for its own operations or for other offices, installations, projects, or functions. Such organizations, for example, may be organized supply points, separate independent or detached field parties, or one-person posts or activities. (c) The use of BPAs does not exempt an agency from the responsibility for keeping obligations and expenditures within available funds. [48 CFR 13.303-1 (CFR 2018)]
- Classified Acquisition
Definition:
Acquisition in which offerors must have access to classified information to properly submit an offer or quotation, to understand the performance requirements, or to perform the contract. [48 CFR 2.101 (CFR 2018)]

Interagency Acquisition
Definition:
Procedure by which an agency needing supplies or services (the requesting agency) obtains them from another agency (the servicing agency), by an assisted acquisition or a direct acquisition. The term includes — (1) Acquisitions under the Economy Act (31 U.S.C. 1535); and (2) Non-Economy Act acquisitions completed under other statutory authorities, (e.g., General Services Administration Federal Supply Schedules in subpart 8.4 and Governmentwide acquisition contracts (GWACs)). - Direct Acquisition
Definition:
Type of interagency acquisition where a requesting agency places an order directly against a servicing agency’s indefinite-delivery contract. The servicing agency manages the indefinite-delivery contract but does not participate in the placement or administration of an order. [48 CFR 2.101(CFR 2018)]
- Master Solicitation
Definition:
Document containing special clauses and provisions that have been identified as essential for the acquisition of a specific type of supply or service that is acquired repetitively. [48 CFR 2.101 (CFR 2018)]
- Performance-Based Acquisition
Definition:
Acquisition structured around the results to be achieved as opposed to the manner by which the work is to be performed.[48 CFR 2.101 (CFR 2019)]
- Purchase Order
Definition:
When issued by the Government, means an offer by the Government to buy supplies or services, including construction and research and development, upon specified terms and conditions, using simplified acquisition procedures. [48 CFR 2.101 (CFR 2018)]
- Qualified Products List
Definition:
List of products that have been examined, tested, and have satisfied all applicable qualification requirements.[48 CFR 2.101 (CFR 2018)]
- Simplified Acquisition Procedure
Definition:
Methods prescribed in part 13 for making purchases of supplies or services.[48 CFR 2.101 (CFR 2018)]

Definition: Grant or cooperative agreement, loan, contract (other than a procurement contract or a contract of insurance or guaranty), or any other arrangement by which EPA provides or otherwise makes available assistance in the form of: (1) Funds; (2) Services of personnel; or (3) Real or personal property or any interest in or use of such property, including: (i) Transfers or leases of such property for less than fair market value or for reduced consideration; and (ii) Proceeds from a subsequent transfer or lease of such property if EPA’s share of its fair market value is not returned to EPA. Assistance Agreement
Definition 1:
The legal instrument EPA uses to transfer money, property, services, or anything of value to a recipient to accomplish a public purpose. It is either a grant or cooperative agreement (see 40 CFR part 35) and will specify: budget and project periods; the Federal share of eligible project costs; a description of the work to be accomplished; and any special conditions. - Federal Program
Definition:

Financial Assistance Agreement
Definition:
Grants or cooperative agreements awarded by EPA. The term includes grants or cooperative agreements used to capitalize revolving loan funds, including, but not limited to, the Clean Water State Revolving Loan Fund (CWSRF) Program under Title VI of the Clean Water Act, as amended, 33 U.S.C. 1381 et seq., the Drinking Water State Revolving Fund (DWSRF) Program under section 1452 of the Safe Drinking Water Act, 42 U.S.C. 300j–12, and the Brownfields Cleanup Revolving Loan Fund (BCRLF) Program under section 104 of the Comprehensive Environmental Response, Compensation and Liability Act, 42 U.S.C. 9604. Federal Grant
Definition 1:
Award of financial assistance in the form of money, or property in lieu of money, by the Federal Government or a direct appropriation made by law to any person. The term does not include technical assistance which provides services instead of money, or other assistance in the form of revenue sharing, loans, loan guarantees, loan insurance, interest subsidies, insurance, or direct United States cash assistance to an individual.[40 CFR 34.105 (CFR 2018)]
Definition 2:
An assistance agreement that does not substantially involve EPA in the project and where the recipient has the authority and capability to complete all elements of the program (does not include fellowships). Definition 3:

- Block Grant
Definition:

Capitalization Grant
Definition 1:
Assistance agreement by which the EPA obligates and awards funds allotted to a State for purposes of capitalizing that State’s revolving fund. [40 CFR 35.3105 (CFR 2018)]
Definition 2:
Award by EPA of funds to a State for purposes of capitalizing that State’s Fund and for other purposes authorized in section 1452 of the Act. [40 CFR 35.3505 (CFR 2018)]
- Capitalization Grant Set-Asides
Definition:
State and local activities identified in sections 1452(g)(2) and (k) of the Act for which a portion of a capitalization grant may be used. [40 CFR 35.3505 (CFR 2018)]
- Consolidated Grant
Definition:
Single grant made to a recipient consolidating funds from more than one environmental grant program. After the award is made, recipients must account for grant funds in accordance with the funds’ original environmental program sources. Consolidated grants are not Performance Partnership Grants. Grant Agreement
Definition 1:
Legal document that transfers money or anything of value to your group to accomplish the purpose of the TAG project. It specifies funding and project periods, EPA’s and your group’s budget share of ‘‘eligible costs,’’ a description of the work to be accomplished, and any additional terms and conditions that may apply to the grant.[40 CFR 35.4270 (CFR 2018)]
Definition 2:
A legal instrument of financial assistance between a Federal awarding agency or pass-through entity and a non-Federal entity that, consistent with 31 U.S.C. 6302, 6304: Is used to enter into a relationship the principal purpose of which is to transfer anything of value from the Federal awarding agency or pass-through entity to the non-Federal entity to carry out a public purpose authorized by a law of the United States (see 31 U.S.C. 6101(3)); and not to acquire property or services for the Federal awarding agency or pass-through entity's direct benefit or use. Grant Agreement Project
Definition:
Activities or tasks the Regional Administrator identifies in the grant agreement for which the grantee may expend, obligate or commit funds. [40 CFR 35.2005 (CFR 2018)]
- Funding Period
Definition 1:

Definition 3:
Length of time specified in a grant agreement during which your group may spend Federal funds. A TAG project period may be comprised of several funding periods. Grant agreement or award document is the legal document that transfers money or anything of value to your group to accomplish the purpose of the TAG project. It specifies funding and project periods, EPA’s and your group’s budget share of eligible costs, a description of the work to be accomplished, and any additional terms and conditions that may apply to the grant. In-kind contribution means the value of a non-cash contribution used to meet your group’s matching funds requirement in accordance with 40 CFR 30.23. - Grant Agreement Project Period
Definition:

- Project Performance Standard
Definition:
Performance and operations requirements applicable to a project including the enforceable requirements of the Act and the specifications, including the quantity of excessive infiltration and inflow proposed to be eliminated, which the project is planned and designed to meet. Project Schedule
Definition:
Timetable specifying the dates of key project events including public notices of proposed procurement actions, subagreement awards, issuance of notice to proceed with building, key milestones in the building schedule, completion of building, initiation of operation and certification of the project. Project Work Closeout
Definition:
Final EPA or recipient actions taken to assure satisfactory completion of project work and to fulfill administrative requirements, including financial settlement, submission of acceptable required final reports, and resolution of any outstanding issues under the Cooperative Agreement and/or Superfund State Contract.[40 CFR 35.6015 (CFR 2018)]
- Close Out Report
Definition:
A report submitted by the remedial program manager (RPM) verifying that the conditions of the site comply with the Record of Decision (ROD) findings and design specifications, cleanup standards have been met, and activities performed at the site are sufficient to achieve protection of public health and the environment. - Preliminary Close-Out Report
Definition:
A report prepared by the remedial program manager (RPM) verifying that physical construction of the remedy is complete, indicating minor punch list items that remain and outlining a schedule of the outstanding activities. [Superfund Glossary]
- Grant Funding Order
- Performance Partnership Grant
Definition 1:
Single grant combining funds from more than one environmental program. A Performance Partnership Grant may provide for administrative savings or programmatic flexibility to direct grant resources where they are most needed to address public health and environmental priorities (see also §35.130). Each Performance Partnership Grant has a single, integrated budget and recipients do not need to account for grant funds in accordance with the funds’ original environmental program sources. EPA provides financial assistance to states, tribes and territories to help them develop and implement environmental programs in response to Federal delegation of a range of program responsibilities. Work Plan
Definition:
Document which identifies how and when the applicant will use funds from environmental program grants and is the basis for management and evaluation of performance under the grant agreement to produce specific outputs and outcomes (see 35.507). - Statement of Work
Definition:

- Work Program
Definition:
Scope of Work of an assistance application, which identifies how and when the applicant will use funds to produce specific outputs.[40 CFR 35.9010 (CFR 2018)]
- Cooperative Research and Development Agreement
- Extramural Agreement
Definition:
A legal agreement between EPA and a non-EPA organization. Such agreements include but are not limited to contracts, work assignments, delivery orders, task orders, cooperative agreements, research grants, state and local grants, as negotiated in interagency agreements and agreements not funded by EPA. - Federal Credit Instrument
Definition:

Federal Financial Assistance
Definition 1:
Any of the following, when authorized or extended under a law administered by the Federal agency that awards such assistance: (1) A grant or loan of Federal financial assistance, including funds made available for: (i) The acquisition, construction, renovation, restoration, or repair of a building or facility or any portion thereof; and (ii) Scholarships, loans, grants, wages, or other funds extended to any entity for payment to or on behalf of students admitted to that entity, or extended directly to such students for payment to that entity. (2) A grant of Federal real or personal property or any interest therein, including surplus property, and the proceeds of the sale or transfer of such property, if the Federal share of the fair market value of the property is not, upon such sale or transfer, properly accounted for to the Federal Government. Definition 2:
Any financial benefits provided directly as aid to a project by a department, agency, or instrumentality of the Federal government in any form including contracts, grants, and loan guarantees. - Federal Financial Assistance Application
Definition:

- Federal Financial Assistance Commitment
Definition:
Written agreement entered into by a department, agency, or instrumentality of the Federal Government to provide financial assistance as defined in paragraph (g) of this section. Renewal of a commitment which the issuing agency determines has lapsed shall not constitute a new commitment unless the Regional Administrator determines that the project’s impact on the aquifer has not been previously reviewed under section 1424(e). - Alternative Remedial Contracting Strategy
- Bond
Definition:
Written instrument executed by a bidder or contractor (the “principal”), and a second party (the “surety” or “sureties”) (except as provided in 28.204), to assure fulfillment of the principal’s obligations to a third party (the “obligee” or “Government”), identified in the bond. If the principal’s obligations are not met, the bond assures payment, to the extent stipulated, of any loss sustained by the obligee. Definition:

Contract by Type
- Cost Reimbursement Contract
Definition:
Cost-reimbursement types of contracts provide for payment of allowable incurred costs, to the extent prescribed in the contract. These contracts establish an estimate of total cost for the purpose of obligating funds and establishing a ceiling that the contractor may not exceed (except at its own risk) without the approval of the contracting officer. - Emergency Response Cleanup Services Contract
- Firm Fixed Price Contract
Definition:
Fixed-price types of contracts provide for a firm price or, in appropriate cases, an adjustable price. Fixed-price contracts providing for an adjustable price may include a ceiling price, a target price (including target cost), or both. Unless otherwise specified in the contract, the ceiling price or target price is subject to adjustment only by operation of contract clauses providing for equitable adjustment or other revision of the contract price under stated circumstances. - Full and Open Competition
Definition:
When used with respect to a contract action, means that all responsible sources are permitted to compete.[48 CFR 2.101 (CFR 2019)]
- Government-Wide Acquisition Contract
Definition:
Task-order or delivery-order contract for information technology established by one agency for Governmentwide use that is operated- (1) By an executive agent designated by the Office of Management and Budget pursuant to 40 U.S.C. 11302(e); or (2) Under a delegation of procurement authority issued by the General Services Administration (GSA) prior to August 7,1996, under authority granted GSA by former section 40 U.S.C. 759, repealed by Pub. - Indefinite Delivery Contract
Definition:
There are three types of indefinite-delivery contracts: definite-quantity contracts, requirements contracts, and indefinite-quantity contracts. The appropriate type of indefinite-delivery contract may be used to acquire supplies and/or services when the exact times and/or exact quantities of future deliveries are not known at the time of contract award. Pursuant to 10 U.S.C. 2304d and 41 U.S.C. 4101, requirements contracts and indefinite-quantity contracts are also known as delivery-order contracts or task-order contracts. - Indefinite Quantity Contract
Definition:
Provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. The Government places orders for individual requirements. Quantity limits may be stated as number of units or as dollar values. [48 CFR 16.504 (CFR 2019)]
- Multi-Year Contract
Definition:
Contract for the purchase of supplies or services for more than 1, but not more than 5, program years. A multi-year contract may provide that performance under the contract during the second and subsequent years of the contract is contingent upon the appropriation of funds, and (if it does so provide) may provide for a cancellation payment to be made to the contractor if appropriations are not made. The key distinguishing difference between multi-year contracts and multiple year contracts is that multi-year contracts, defined in the statutes cited at 17.101, buy more than 1 year’s requirement (of a product or service) without establishing and having to exercise an option for each program year after the first. - Performance-Based Contracting
Definition:

Set-Aside Contract

- Competitive Set-Aside Contract
Definition:
Contracts exclusively available to small businesses when at least two small businesses could perform the work or provide the products. With few exceptions, this happens automatically for all government contracts under $150,000. Some set-asides are open to any small business, but some are open only to small businesses who participate in SBA contracting assistance programs. - Small Business Set-Aside
Definition:
Contracts with competition limited by the government to small businesses only.
- Sole Source Set-Aside
Definition:
kind of contract that can be issued without a competitive bidding process. This usually happens in situations where only a single business can fulfill the requirements of a contract.
- Time and Materials Contract
Definition:

Definition:
Network publishing is a term that refers to using Exchange Network technologies, services and specifications for web services to make data available to Network users by querying nodes and returning environmental data in the form of XML or (Json) documents. These services are also called data services. Once these data services are deployed, they can be used in a number of ways such as populating web pages, synchronizing data between sites, viewing data in a web service client, or building new sources of data into an integrated application. XML is the Extensible Markup Language. It is writen in Standard Generalized Markup Language (SGML), the international standard metalanguage for text markup systems (ISO 8879). - XML Schema
Definition 1:
Defines the structure of an XML document. A schema is also a description of the data represented within a database. The format of the description varies but includes a table layout for a relational database or an entity-relationship diagram. Definition:
A computer data file used for implementing the organizational tool of the Comma Separated List. The CSV file is used for the digital storage of data structured in a table of lists form. Each line in the CSV file corresponds to a row in the table. Within a line, fields are separated by commas and each field belongs to one table column. CSV files are often used for moving tabular data between two different computer programs (like moving between a database program and a spreadsheet program).

Information System
Definition:

Definition:

- Legacy System
Definition:
Those systems in existence and either deployed or under development at the start of a modernization program. All legacy systems will be affected by modernization to a greater or lesser extent.
